LAYC Welcomes Newest Board Members

We are so proud to welcome Samuel Williams and Landis Rush to LAYC’s Board of Directors.

Samuel Williams, Pepco

Samuel Williams is the Vice President of Support Services of Pepco Holdings, the parent company of Pepco, an electric utility serving Washington, D.C., and suburban Maryland; Delmarva Power, an electric and gas utility serving Delaware and portions of the Delmarva Peninsula; and Atlantic City Electric, an electric utility serving southern New Jersey. Williams oversees the company’s Safety, Environmental, Training, Real Estate, Fleet, and Security business areas.

Williams’ leadership extends beyond the business and well into the community. He is currently a member of the Community College of Baltimore Foundation board. Williams has served on the board for the Conflict Resolution of Baltimore County and is an active member of the nonprofit “Hundred for One Hundred,” which feeds homeless and less fortunate members of the community on a monthly basis.

Landis Rush, United Healthcare

Landis Rush is the National Vice President, Advocacy and Education, Public Sector Labor & Trust at United Healthcare (PSL&T).  In this role, Landis identifies, builds, and executes strategies to support PSL&T goals and objectives. Additionally, Landis is responsible for strategic direction and collaboration with supplier diversity, local procurement consultants, compliance, philanthropic, and charitable partnerships in communities across the country.

Landis has more than 23 years of experience in policy, and lobbying. He has an extensive history working directly with local, state, and federal government official, including procurement and third-party administrators.

Landis holds a Bachelor of Science degree in Criminal Justice from the University of Texas at El Paso (UTEP) and Master of Public Administration from Strayer University. Landis is based in Washington, DC Metro Area.
