The Job Developer is responsible for identifying, developing, and maintaining relationships with employers and community resources to create employment opportunities for LAYC/MMYC participants.


  • Develop and maintain relationships with employers across various industry sectors who will have employment and internship opportunities for youth;
  • Develop and maintain relationships with vocational education and apprenticeship programs;
  • Work closely with Workforce Manager to design and create recruitment strategies, job fairs, on-site employer visits;
  • Participate in cyber info sessions and training opportunities to be informed of current labor markets and enhance career development strategies;
  • Conduct cold calls each day to employers with the express purpose of identifying businesses that are currently hiring and establishing relations with those who are not for later follow-up;
  • Engage employers that are hiring youth to participate in the annual youth job fair; quarterly networking breakfast
  • Produce weekly reports of records of cold calls and field visits, conduct bi-weekly follow-ups as appropriate to provide updates;
  • Maintain a current list of ‘active’ employers, and those to follow up with, which can be engaged in various opportunities including events, presentations, internships;
  • Develop and maintain relevant employer outreach materials for distribution;
  • Conduct site-based field visits each week and ensure that 100% of businesses visited to receive a LAYC/MMYC employment services brochure along with the necessary program information;
  • Secure a minimum of 5 placements, quarterly, by placing LAYC/MMYC participants in part-time and/or full-time employment of 20-30 hours and earning wage no less than the approved minimum wage;
  • Plan and implement employer recognition events such as honorary breakfasts and awards ceremonies;
  • Announce job leads weekly in workshops and work closely with Job Readiness Instructor on follow-ups with participants referred to interviews;
  • Facilitate the Job Readiness curriculum to enrolled participants;
  • Match participants with appropriate jobs and serve as a mediator between employer and youth as needed;
  • Maintain contact with employers and youth after placement for a minimum of six months;
  • Create and implement youth incentives for attendance, advancement, retention, and completion of training and employment placements;
  • Prepare monthly statistics and narrative reports to submit to Workforce Manager;
  • Prepare reports for annual employment events including Summer, Spring, Winter, and Fall Internships;
  • Prepare and maintain surveys for employers;
  • Maintain complete and accurate records of all job placement, JRT attendance, outcome completion and retention activities in (ETO) database;
  • Participate in MMYC Workforce team meetings and play an active role to further the goal of job placement and job retention;
  • Represent MMYC in the county and regional workforce collaborations;
  • Complete all other duties assigned by the Workforce Director and;
  • Adheres to all LAYC personnel policies.


  • A bachelor’s degree from an accredited college or university;
  • Minimum of one (1) year of job development and/or placement experience in either the public or private sector, work with disconnected youth preferred;
  • Knowledge of Maryland labor market trends;
  • Sales experience, marketing and/or public relations experience preferred;
  • Highly organized and detail-oriented;
  • Excellent verbal, written and interpersonal communication and presentation skills;
  • Must be computer literate with a working knowledge of MS Word and MS Excel.


This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 10 lbs.
