Description:
The Senior House Supervisor monitors the Independent Living Program residents’ activities according to the program’s schedules and regulations.  Moreover, he/she will supervise 4 Overnight Supervisors ensuring they complete all assigned tasks and that they are providing for the security and maintenance of the ILP facility.  The ILP houses male youth ages 16 to 21 from the District of Columbia’s foster care system and teaches them the necessary life skills to live self-sufficiently upon leaving the foster care system.

Responsibilities:

  • Ensures that residents of the ILP comply with the residential program regulations, as well as with established house chores during his/her shift.
  • Ensures that the ILP facility meets all CFSA Chapter 63 licensing standards in regards to maintenance, cleanliness, and appropriate household supplies.
  • Prepares for all house licensing and monitoring inspections conducted by CFSA.
  • Accompanies CFSA representatives throughout the facility during all house licensing and monitoring inspections.
  • Maintains and updates house manual, which details the operation of all appliances within the house.
  • Supervises and trains 4 Overnight Supervisors to ensure that they are completing all tasks as assigned.
  • Ensures that all appliances are in good working order and trains Overnight Supervisors in the operation of all house appliances.
  • Ensures that Overnight Supervisors update and maintain the house inventory lists. 
  • Ensures that Overnight Supervisors update and maintain residents’ chore and shopping lists.
  • Inspects house daily for any areas in need of repair and arrange for their repair.
  • Monitors the kitchen cleaning schedule to ensure compliance; administers approved consequences when residents do not comply with the schedule.  Communicates disciplinary actions to Program Coordinator.
  • Meets with 4 Overnight Supervisors twice per month in order review their concerns and suggestions.  Communicates these concerns and suggestions to day staff during weekly staff meetings.
  • Develops a training curriculum to address the following house maintenance and daily living life skills, in accordance with CFSA Chapter 63:
    • Personal hygiene
    • Personal laundry
    • Safe and healthy trash disposal
    • House cleaning and maintenance of healthy living environment
    • Safe and healthy storage and disposal of dangerous or combustible materials (chemicals and cleaning agents)
    • Simple household repairs (changing light bulbs, patch small holes)
  • Supervises the implementation of this training curriculum by 4 Overnight House Supervisors or other outside professionals.
  • Performs monthly fire drills and evaluates Emergency Plan.
  • Reports all residents’ behaviors (positive and negative) to the ILP Case Manager by the end of each working shift.
  • Conducts house inspections every 1⁄2 hour, making sure that all participants are in their bedrooms to make sure residents are abiding by curfew times and engaging in appropriate behavior. 
  • Holds meeting with residents to discuss issues related to house maintenance and regulations.
  • Attends all staff meetings. 
  • Meets with the Program Coordinator for weekly supervision.
  • Performs other duties as assigned by the ILP Program Coordinator.

Requirements:

  • BA, preferred but significant experience may be substituted.
  • Minimum of three years experience working with youth, preferably in a residential program.
  • One year of staff supervisory experience
  • Knowledge of community resources
  • Valid driver’s license
  • Computer proficiency
  • Completed Police, FBI and Child Protection background clearances, and completed medical evaluation.
  • Flexible schedule: Position requires some overnight work and weekend hours.

General Description:
The Independent Living Program Coordinator plans, implements, coordinates, and evaluates activities inherent to the LAYC-ILP.

Responsibilities:

  • Develops, implements and monitors administrative and programmatic procedures to facilitate and enhance the delivery of services.
  • Develops and implements program policies according to 1) the needs of the program and program residents 2) in accordance with CFSA and DC regulations.
  • Prepares the annual budget in consultation with the Residential Team Leader.
  • Oversees, in consultation with Residential Team Leader, all personnel matters, including: hiring, orientation, training, supervising, evaluating and firing staff.
  • Prepares and updates program literature including policies and procedures, information charts, annual program report, etc.
  • Coordinates with the LAYC-ILP Case Manager and Counselor all activities in regards to program participants such as: recruitment, admission, monitoring, evaluating and discharge. Consults with Residential Clinical Supervision when appropriate.Ensures proper maintenance of all clinical, administrative and financial records.
  • Supervises the physical environment of the house. Coordinates with House Supervisors all maintenance operations and monitors all necessary repairs to the facility.
  • Coordinates the purchase of required furniture and supplies. Monitors the house inventories by checking the inventory supply control report.
  • Assesses the quality of all services via regular monthly meetings with the ILP staff and youth to determine the need to alter services in order to meet program requirements.
  • Prepares monthly and annual reports to be presented to the Residential Team Leader on a timely basis.
  • Writes and submits all reports, statistic and unusual incident reports, etc. to CFSA as required by the ILP Grant.
  • Oversees the coordination of counseling, life skill, and extracurricular activities for programs’ participants.
  • Conducts program evaluation on a yearly basis by using existing contract, program policies and procedures; logic model; clients’ files, staff surveys as well as ETO data.
  • Represents the agency in court when necessary.
  • Coordinates monthly staff meetings and all CFSA site visits.
  • Participates in the development, implementation and monitoring of the annual strategic plan.
  • Participates in Social Service meetings, Residential Team meetings, and serves as a program liaison to the community at large.
  • Processes requests for expenditures and staff time sheets, and submits them to the Residential Team Leader in a timely manner.
  • Meets the Residential Team Leader for direct weekly supervision & with the Residential Clinical Supervisor monthly.
  • Improves professional skills by attending workshops, seminars and training sessions as allowed by the time and funding constraints.
  • Delegates responsibilities to other ILP staff as appropriate.
  • Adheres to the LAYC personnel policies.
  • Performs other duties as assigned by the Residential Team Leader.

Requirements:

  • Master’s in Social Work or related field;
  • Two year-experience working with at risk youth or three years of experience managing residential program activities;
  • Minimum two year administrative experience and/or one year in project development;
  • Knowledge of community resources;
  • Experience in substance abuse a plus;
  • Complete medical evaluation, FBI and child abuse neglect clearances and;
  • Flexible schedule: Position requires working some evening and weekends.

Part-time Housing Supervisor

General Description:
The Housing Supervisor will be needed for weekend evening and overnight shifts and may be called upon to work in place of TBP staff when full time staff is unable to come in due to an emergency. 

Responsibilities:

  • Completes House Checklist at the start of each shift to track which residents are in the house and that the house is in secure and proper order.
  • Ensures that residents of the Teen Bridges Program (TBP) comply with the residential program regulations, as well as with established house chores.
  • Ensures that the TBP facility is kept to high levels of cleanliness standards.
  • Reports all residents’ behaviors (positive and negative) and activities to the TBP staff via a shift report email to be completed at the end of every shift.
  • Supervises house and monitors participants’ behavior during the shift to ensure safety of participants.
  • Develops and maintains residents’ schedule of chores, and evaluates residents on their performance of these chores.
  • Utilizes the ETO system daily to record efforts and outcomes of residents.
  • Attends all staff meetings and staff development trainings throughout the year. 
  • Meets with the Sr. Day House Supervisor for weekly supervision.
  • Performs other duties as assigned by the Residential Program Coordinator.

Requirements:

  • Minimum of two-years experience working with youth
  • Knowledge of community resources.
  • Experience in residential programs a plus.
  • Valid driver’s license.
  • Flexible schedule: Position requires some overnight work and weekend hours.

Outreach Coordinator

WISE is a job readiness program for out-of-school youth, ages 16-24. We offer a holistic program of job readiness and life skills training, job placement services, computer instruction, GED preparation, and support services for out-of-school youth. Our goal is to provide youth with the necessary skills and credentials to obtain and retain meaningful employment.

The Outreach Coordinator’s primary responsibility is to recruit youth for admission to the WISE program.

Responsibilities Include:

  • Develop outreach strategy and tactics;
  • Build and maintain relationships with community based organizations, schools and other local agencies in order to recruit candidates;
  • Conduct program information sessions to prospective students on site and at local organizations;Develop and disseminate printed material about the program to youth and local organizations;
  • Conduct street outreach;
  • Coordinate staff and volunteers in assisting with outreach on as-needed basis;
  • Ensure youth have proper documentation in order to enroll;
  • Manage database of candidates and enrolled youth;
  • Contribute to quarterly and annual reports as needed;

The Position:
Plans and administers policies relating to all phases of benefits resources activity by performing the following duties personally. Specific responsibilities include:

  • Administers, prepares and maintains personnel transactions such as new hires, promotions, transfers, unemployment claims, and employee separation notices and related documentation.
  • Assists in the recruitment process, interview scheduling, and selection of employees to fill vacant positions.

Case Manager/Counselor

Description:
The Counselor/Case Manager provides ongoing counseling support, advocacy, and guidance to our students in order to help them deal with their personal, legal, and social service needs, especially those that interfere with their ability to succeed academically.  The Latin American Youth Center YouthBuild Public Charter School’s mission is to transform the lives of high school drop-outs through an educational curriculum that combines academics with vocational training, employability skill-building, and community service to prepare students for college or the workplace while they work to create housing for the city’s low-income residents.  The schools population consists of young men and women ages 16-24 years old, who reside in the District of Columbia.  The school currently has an enrollment of 65 students and will grow to 100 over the next 2 years.

Duties include:

  • Assess personal needs of YouthBuild students and help find resources to meet these needs
  • Provide individual and group counseling to students
  • Assist in the development and delivery of a Life Skills Curriculum
  • Advocate with human service, health, court, and criminal justice systems to resolve issues facing young people
  • Teach Life Skills classes, which include topics on financial self-sufficiency and financial management, time management, goal setting, communication and conflict resolution.
  • Provide feedback to students regarding their performance in life skills, through progress reports, assessments, portfolio presentations, and end of the semester grades.
  • Make home visits, as appropriate, to assess needs and support young people
  • Identify and expose youth to cultural, political, and social events or activities that may take place after work hours, and organize youth participation
  • Maintain complete and accurate records, case notes and database related to assessments and services provided
  • Coordinate and lead case management meetings
  • Assist in the coordination of the YB PCS Mentoring Program
  • Conduct intakes for the entire caseload
  • Administer monthly drug test to student in your case load; initiate appropriate school procedures for students’ whose test results are positive for drug use. 
  • Provide assistance in resolving disciplinary issues.
  • Monitor and oversee the retention of graduates who the workforce or post-secondary education
  • Attend all scheduled staff meetings and take an active role
  • Represent YouthBuild at local and national conferences and events.
  • Other duties as assigned.

Qualifications:
Bachelors degree or equivalent experience in appropriate field with at least three years experience in counseling and/or case management for at-risk population.   Fluency in Spanish recommended.  Must have the ability to establish rapport and relate sensitively to a multiracial and multicultural group of young people. The Case Manager is a flexible, energetic, positive individual who is committed to the development and education of youth in a high quality, respectful environment.

Outreach Coordinator

  • Assist with recruitment of new students for the 08-09 school year
  • Increase Local Applicant Pool for the 08-09 school year - contacts schools, churches, community centers and other local organizations to disseminate information about the school
  • Develop and implement a marketing strategy (including events, public relations and materials) to raise the visibility of the school.
  • Provide weekly statistical recruitment reports to the Principal and Executive Director
  • Conducts outreach to at-risk street youth and have them complete an application

English Language Arts and Social Studies GED Instructor

Reports to:  Principal

Reporting requirements: 8:00 a.m. to 4:00 p.m. (40 hours per week, some of which may be evening and weekend hours)

Duties include:

  • Maintain and continually improve basic skills and GED preparation curriculum for diverse group of 16-24 year olds.
  • Teach basic skills and GED preparation classes.
  • Serve as a mentor to 10-12 youth, meeting with them weekly and collaborating with their case managers to aide in their performance in the school.
  • Develop syllabi and lesson plans for all classes.
  • Maintain complete and accurate records of educational progress of youth, which includes preparing monthly educational progress reports on each youth, placing reports in their individual files, and entering the information in the database system.
  • Prepare end of semester and end of the year assessments and report cards for all active enrollees.
  • Prepare progress report and/or deficiency notices.
  • Conduct parent conferences when required.
  • Develop and implement instructional strategies for ELL and Spec Ed students.
  • Attend all scheduled staff meetings and take an active role.
  • Provide oversight, guidance, and leadership to the YouthBuild Student Leadership Council.
  • Facilitate education team department meetings in the absence of the Principal. 
  • Provide oversight for the school in the absence of the Executive Director and Principal; during this time all disciplinary concerns will be referred to the case managers.
  • Other duties as assigned.

Qualifications:
Bachelors degree in Education or English Literature with at least two years experience in teaching basic skills and GED preparation.  Spanish fluency recommended.  The individual applying for this position must be flexible, energetic, and resourceful.  Furthermore you must be committed to the development of youth and education, and believe that all students can achieve.

Note:  The YouthBuild Public Charter School will be implementing a high school diploma curriculum option for the 2008-2009 school year.   This position will begin as a GED instructor for the 2008-2009 school year, and during the 2009-2010 school year will transition to teaching high school level English Language Arts classes.  By 2009 the applicant will needed to meet No Child Left Behind highly qualified teacher standards.

Program Manager - Evening Reporting Center

General Description:
The Program Manager plans, organizes, coordinates and oversees all day-to day activities inherent to the Evening Reporting Center (ERC).

Responsibilities:

  • Provides input in the development and implementation of policies and procedures. Establishes goals and objectives as well as roles and responsibilities for youth and staff; assigns case load  and sets datelines; designs and proposes organizational structure and sets up intra and inter agency coordination procedures;
  • In coordination with the Rehabilitation and Treatment Team Leader and in accordance with DYRS’s requirements, conducts all personnel functions including: recruitment, hiring, training, supervision and evaluation of assigned staff;
  • Ensures that staff participates in the DYRS sponsored training courses. Coordinates in-service training activities to provide staff with current developments in the juvenile justice fields;
  • Monitors budget; prepares and submits request for expenditures to immediate supervisor for review and approval;
  • In absence of the Group Worker, conducts orientation session for each youth admitted into the program;
  • Schedules program activities and monitors day- to- day operations including a daily attendance log; meals menu and transportation control logs;
  • Coordinates with the program’s Group Worker all activities related to crisis intervention,  case management, referrals, case monitoring, evaluation and discharge;
  • Oversees vehicle maintenance and conducts regular search to verify traffic violations;
  • Coordinates with the LAYC’s  Evaluation Specialist making sure that staff enter information on ETO;
  • Prepares monthly and annual progress reports and submits to immediate supervisor for review and approval;
  • Supervises staff and conducts weekly staff meetings. Maintains close contact with DYRS monitor;
  • Makes sure that staff abides DYRS regulations related to meetings, reporting, record keeping and documentation requirements. Provides documentation and notification to DYRS of unusual incidents;
  • Participates in meetings with designated DYRS staff, community boards, coalitions, task forces, committees, and other groups that deal with Community Programs. Develops and maintains formal partnerships with local organizations.
  • Participates in the elaboration of the annual strategic plan and non competitive application for continuation of services;
  • Ensures programmatic adherence to information management process and quality assurance standards;
  • Attends monthly division and full staff meetings;
  • Meets weekly with the Treatment Team Leader for direct supervision;
  • Attends monthly general and division staff meetings;
  • Reports on time unless a legitimate excuse is provided and;
  • Adheres to the LAYC personnel policy.

Promotor -Youth Developer/Intensive Case Manager

Workforce Investment & Social Enterprise (WISE) is the Latin American Youth Center’s job readiness program for out-of-school youth, ages 16-24.  We offer job readiness and life skills training, job placement services, computer instruction, GED preparation, and support services. The Position
This is a newly created position that will play a key role in providing oversight to LAYC’s vision and implementing the Strategic Plan. The Sr Promotor will oversee Promotors who will act as mentor, case manager, community health worker, and advocate for youth between the ages of 10 and 24. LAYC seeks an Executive Assistant to provide administrative support to members of our senior management team.

Responsibilities:

  • Update senior managers calendars daily;
  • Schedule appointments, prepare meeting materials, handle logistics for meetings;

Upward Bound (UB) is a federally-funded educational TRIO program designed to prepare students for postsecondary education.  The Associate for Program Development must assist the Upward Bound team in the administration of the academic program(s). Interns are allowed to choose from one of the four tracks:

Responsibilities:

Track 1- Teaching/Teacher Assistant (Assist Advisor):

General Description:
The Life Skills Instructor is responsible for providing life skills, socio cultural and recreational activities to the clients of the Transitional Living Program (TLP) and the Extended Housing Program (EHP).

Responsibilities:

Site Manager, Riverdale Center of Educational Partnership

DIVISION: LAYC-Maryland Multicultural Youth Centers
PROGRAM: Youth Empowerment and Success Program

General Description:
The Youth Empowerment and Success Program – a program of the LAYC-Maryland Multicultural Youth Centers (MMYC) - is designed to assist at-risk youth by offering comprehensive programs, social supports, education enrichment opportunities, job readiness and placement, and outreach.  The Center for Educational Partnership (CEP) is housed in a multi-tenant building in Riverdale; it is a partnership with the University of Maryland to create community-based programs that will foster academic enrichment, parenting support, adult education, recreational and cultural programs for the benefit of the surrounding community of Riverdale. 

The Site Manager will manage the day to day operations of the program as well as staff at this site.  The Manager will be responsible for overseeing the implementation of the program and compliance with all requirements.

Responsibilities:

  • Establishes and maintains relationships with University of Maryland representatives and departments, local schools, community based organizations, government agencies, law enforcement, faith-based organizations, and other entities working with at-risk youth;
  • Designs and implements appropriate programs for at-risk youth and their families, and develops associated processes and systems that support programming;

Requirements:

  • At least four years of experience working with at-risk adolescents and families; preferably in a community-based and multicultural setting;
  • At least a BA or BS in social services or related field;
  • Proven experience managing staff and multiple projects, preferably grant programs;
  • 40 hours per week, but flexible schedule, may include some Saturday shifts;
  • Complete criminal and child abuse and neglect clearances;

Skills:

  • Experience designing and implementing programs for youth;
  • Knowledge of services and resources in Prince George’s County, Maryland area is a plus;
  • Knowledge of gang culture and current situation;
  • Ability to manage diverse team;
  • Ability to work with at-risk youth;
  • Excellent oral and written communication skills;
  • Strong organizational skills;
  • Excellent interpersonal skills including the ability to relate to culturally diverse population;
  • Fluency in English and Spanish is a plus; and
  • Computer proficiency

Social Services Deputy Director 

Description:
The Deputy Director will assist the Division Director in the planning, development, coordination and evaluation of the Social Services Division of a large-scale youth-serving non-profit organization. The incumbent will assist in establishing and maintaining procedures that are aligned with the agency’s core values and facilitate achieving desired outcomes. The incumbent will oversee the implementation of a number of social service programs related to: housing, prevention, rehabilitation, mental health and substance abuse treatment.

Requirements:

  • Masters Degree in Social Work, Psychology, or related field
  • DC license
  • Minimum of five-years of post-licensure supervisory experience
  • Minimum of five-years experience in working with low income children, adolescents and families
  • Minimum of three-years experience in program development and evaluation
  • Experience in cultivating community resources
  • Police and child abuse protection clearances
  • Valid driver’s license

Skills:

  • Bilingual: English and Spanish
  • Ability to deal effectively with a range of individuals and organizations
  • Strong communication and organizational skills
  • Ability to relate to culturally diverse population
  • Computer proficiency.
