Antonio F. Marquez, Chair
EagleBank

"I can see my dad's face in the faces of many of these kids; he only went to the 8th grade and came from a humble background, yet achieved a destiny that was quite distinct from his origins."

Tony Marquez has over 25 years experience in banking, 15 years working in commercial real estate lending. He is the Executive Vice President/ Chief Real Estate Lender at EagleBank where he is responsible for the expansion of the Bank's real estate portfolio, and oversees EagleBank's real estate lending team. Previously he was a Commercial Real Estate Executive at HSBC Bank, where he was responsible for enhancing and sustaining the Bank's Washington D.C. real estate lending activities.

Marquez started his career at Chase Manhattan Bank where he served as a corporate lending officer and completed the bank’s formal credit training program. His other Washington area real estate experience comes from Riggs Bank and Walker & Dunlop. Marquez holds a Master of Business Administration in finance from Adelphi University, and a Master of Arts and Bachelor of Arts in international affairs from The George Washington University. A native of Cuba, Marquez is bilingual in Spanish and also proficient in French. He is married with two children. After his family, his passions include squash, golf, and reading.

Macomber is the director of research and design for Great Space Development, LLC where she oversees the acquisition, design, and redevelopment of residential properties. Prior to this, she spent 11 years with the Urban Institute studying policies, programs, and service systems to support vulnerable children and families, particularly those involved in the child welfare system.

Patricia Arzuaga
Kaiser Foundation Health Plan, Inc.

My own background is very similar to that of many of the youth, and it thrills me to know that at the LAYC, any youth who seek support have a "family" and resources available to take charge of their own future, to learn to confront and master challenges head on, and to realize their own dreams and live their lives fully."

Arzuaga has practiced law for nearly 20 years, holding positions in the federal government as well as the private, non-profit, and for-profit sectors. She has served as a trial attorney for the U.S. Department of Justice, a regulation attorney for the U.S. Department of Labor, and has also held advocacy positions at the BlueCross BlueShield Association and America’s Health Insurance Plans. Arzuaga is a member of the District of Columbia, Maryland, and New York Bars and of the American Health Lawyers Association. She is also an active member of the Maryland Hispanic Bar Association and the Maryland Hispanic Chamber of Commerce.

Arzuaga received her law degree from Harvard University, and her Bachelor of Arts from Yale University. She is the recipient of the Maryland Governor’s Commission on Hispanic Affairs 2010 Civil Rights Champion Award for her work with the Latino and immigrant community. Previously she served on the board of trustees of Casa de Maryland, and on the Archdiocese of Washington’s Board of Trustees for the Catholic Youth Organization.

Patricia Arzuaga is a health care attorney currently serving as senior counsel in the legal division advising Kaiser Foundation Health Plan of the Mid-Atlantic States, Inc. In this capacity, she counsels clients on the application of federal and state laws, including COBRA, ERISA, FMLA, HIPAA, Medicare, and state insurance and health care laws governing the payment for and delivery of health care services.

American Youth Policy Forum

There is such a huge need to be met, and LAYC is one of the few organizations that is making a real difference in the community. As a Board member, I’m thrilled to be able to support this important mission."

Betsy Brand is executive director of the American Youth Policy Forum, a non-profit organization in Washington, D.C. that provides learning opportunities for policymakers, practitioners, and researchers working on youth and education issues at the national, state, and local levels.

Brand started her education policy career working for the U.S. House Committee on Education and Labor and then moved to the U.S. Senate Labor and Human Resources Committee. From 1989-1993, Brand served as assistant secretary for vocational and adult education at the U.S. Department of Education. She also served as a consultant on policy and best practices affecting education and workforce preparation.

Lauren Eyster
Urban Institute

Lauren Eyster is a research associate in the Urban Institute's Center on Labor, Human Services, and Population. She studies the implementation and impacts of policies and programs affecting American workers and their families, namely workforce development, welfare, child welfare, and child care issues. Eyster has served on the LAYC Board of Directors since 2008 and is active in the program and human resources committees and the external evaluation advisory group for the LAYC Promotor Pathway evaluation.

Jon Fernandez
Federal City Council

“I chose to join the LAYC Board of Directors primarily because of its stellar record of helping children, especially those facing difficult challenges, to overcome obstacles and succeed in life.”

Jon Fernandez serves as managing director for the Federal City Council, a non-profit organization comprised of over 200 business leaders in the region. In this position, he sets the organization's overall project plan while spending additional time developing and advancing specific projects in the areas of education reform, workforce development, city financial management, and transportation. Prior to joining the Federal City Council, Fernandez served as policy director for D.C. Mayor Anthony Williams, where he was responsible for successfully guiding the administration's priorities through the political and legislative process. Fernandez is active in the community, serving on the boards of several organizations, including the Latin American Youth Center, D.C. Action for Children, YouthBuild Public Charter School, and the Hyattsville Community Development Corporation. He resides in Hyattsville, Maryland, with his wife Melissa, and his two young children, Gabriella and Zachary.

Julie Jensen
The Jenesis Group

Julie serves as chief operating officer of The Jenesis Group based in Irving, Texas. This private family foundation brings innovation and an entrepreneurial philosophy to philanthropy. She is also the co-founder of The Chasdrew Fund, which provides pro bono technical assistance to charities.

Julie is a member of The Women's Foundation's Washington 100 leadership network. She received a law degree from the University of Missouri-Columbia, and Bachelor of Arts in biology from Grinnell College.

Steve Linehan
Capital One Financial Corporation

As treasurer of Capital One Financial Corporation, Steve Linehan is responsible for the company's overall balance sheet management and interest rate risk strategy, global funding, and relationship management and communication with the company's rating agencies and investors. Prior to joining Capital One, Linehan spent eight years as assistant director with the Federal Deposit Insurance Corp. in Washington D.C., and six years in the commercial banking and thrift industry.

In support of Capital One's philanthropic mission to create sustainable partnerships with national and local organizations that demonstrate innovation in their field that result in strengthened families and vibrant communities, Linehan joined the board of directors for the Latin American Youth Center (LAYC) in 2007. He serves as chairman of the finance committee.

Linehan received a Master of Business Administration from Loyola College in Maryland, and a bachelor's degree in business administration from the University of Notre Dame.

Jesse Mejia
Volkswagen Group of America, Inc.

“My passion for volunteering my time to LAYC runs deep. As the son of immigrants from El Salvador, I connect with the youth LAYC serves. I understand their frustrations, ambitions and potential and I am proud to be associated with an organization that makes every effort to make their lives better.”

As strategy manager for the Volkswagen Group of America, Jesse Mejia is tasked with implementing the strategic initiatives for the company’s financing subsidiary, Volkswagen Credit, Inc., focusing on data governance, electric vehicles and organizational development. Prior to his current role, Mejia was responsible for managing a residual value forecast model on an $8 billion lease portfolio. He possesses extensive experience in risk management, commercial underwriting, financial analysis and process re-engineering.

Mejia received a Master of Business Administration from Georgetown University, and a Bachelor of Science from Syracuse University.

Laurie Mittenthal
Freddie Mac

“I've been privileged to be affiliated with LAYC in different capacities, initially as staff and now as a board member. I'm forever amazed by the organization’s many accomplishments: first and foremost, its tireless commitment to youth and the belief that all young people can realize their potential, given the right tools and support systems; and then its sheer scope of services, from social services to job training to housing. I am honored to be a part of this unique organization.”

Laurie Mittenthal is a Senior Manager in the community relations department of Freddie Mac where she oversees the company's corporate giving program. Through her grantmaking she supports non-profit organizations throughout the DC metro region in the areas of housing, financial literacy, and diversity. Prior to Freddie Mac, Mittenthal was Workforce and Social Enterprise Director at LAYC.

Laurie holds a master’s degree in public administration from Harvard University and a bachelor’s degree in history from Yale University.

Natasha Basey Pedroza
LAYC Associate Board President

Natasha Basey Pedroza most recently worked in the Office of Advancement at Georgetown University (GU) where she oversaw the main campus reunion. Previously she educated college students at Indiana University-Bloomington (IU-B) and DePauw University (DPU), her alma mater. Pedroza has a Master of Science in education, higher education and student affairs administration from IU-B and a Bachelor of Arts in conflict studies from DPU. She has a professional certification in fund development for nonprofits from the Center on Philanthropy at IU. Pedroza is delighted to be staying home with her new son and hopes her work for LAYC will help create a future where all children and their families are supported during the transition into adulthood. In her spare time, she enjoys yoga and the great outdoors.

 

Danica Petroshius
Penn Hill Group

Danica Petroshius is a principal at Penn Hill Group, a consulting and government relations firm in Washington DC. Petroshius has nearly 20 years of experience in public policy, advocacy, management, strategic consulting and communications. Petroshius has spent most of her career focused on federal policy, specializing in education and youth issues. She served in the office of the late Senator Edward M. Kennedy and at the U.S. Department of Education. Petroshius launched her government service career as a VISTA volunteer in Austin, Texas.

Petroshius holds a master’s degree in education policy from Stanford University and a bachelor’s degree in liberal studies from the University of Notre Dame.

Deborah Santiago is co-founder and vice president for policy and research at Excelencia in Education and has spent more than 15 years leading research and policy efforts from the community to national and federal levels to improve educational opportunities and success for all students.

Anthony Sims
Prince George's County Public Schools

"LAYC is a truly unique organization. Serving on the LAYC Board provides me the opportunity to work with a group of incredibly talented and committed community-minded leaders to positively impact the development of young people across domains in which I have worked throughout my professional life. LAYC's Board allows me to integrate knowledge and skills in the areas of education, mental health, education, advocacy, systemic reform and leadership development to enhance the lives of disadvantaged youth as well as, youth from culturally and linguistically diverse backgrounds by creating access to pathways for healthy and productive lives."

Anthony E. Sims, Ph.D. has extensive national, state and local experience providing technical assistance in the areas of education, and mental health policy, research, administration and workforce development to enhance academic and social outcomes for youth and the community agencies that support their development.

Dr. Sims’ formerly served as a senior associate at the Institute for Educational Leadership providing policy advice to staff of the federal Office of Disability Employment Policy and other federal agencies as appropriate. He served as manager of Specialized Support Services and state director of special education for the Illinois State Board of Education. Prior to that appointment, Dr. Sims served as a public health advisor with the Child, Adolescent and Family Branch of the Center for Mental Health Services, U.S. Department of Health and Human Services. Prior to his appointment with the federal government, Dr. Sims also served as senior research analyst with American Institutes for Research in Washington, D.C. His responsibilities included coordinating national technical assistance to local school districts on special education issues; and facilitating and expanding sustainable federal, national, and local interagency collaborations to improve outcomes for children and youth with, or placed at risk of poor academic and social outcomes.

Dr. Sims’ has also provided national policy guidance and technical assistance includes providing consultation to numerous educational and youth service agencies regarding cultural competence training as an integral component of policy, evaluation and technical assistance efforts to enhance service delivery systems for culturally and economically diverse children and families. He has served as a state commissioner on the African-American Family Commission in Illinois and currently serves as a member of the Task Force on the Education of Maryland’s African-American Males.

Matt Sislen

"Having grown up in the DC area, I have been passionate about Youth and Community Development in DC my whole life. I am honored to serve on LAYC’s Board.”

Matt Sislen serves as vice president and chief financial officer of Dantes Partners, a D.C. real estate finance and development company. Dantes Partners' overarching goal is to facilitate and enhance local economic development by designing innovative funding solutions for community-based real estate initiatives. Its success is driven both by its technical expertise and its ability to extract value in even the most complex transactions.

Andrew Van Etten

The LAYC Project STRIPES is a great example of the all-inclusive nature of the center's mission and I'm honored to be a part of such a positive and safe space for our city's youth."

Andy Van Etten is the Director of System Development for the CareFirst BlueCross BlueShiled's Federal Employee Program. He has lived and worked in the DC metro area for more than 20 years leading software development teams at Discovery Communications, NASA Headquarters, and the National Association of Securities Dealers (now FINRA) to name a few. In his spare time Andy sings with the Gay Men's Chorus of Washington, DC where he served in several community outreach leadership positions, including the first Youth Outreach Coordinator - giving free tickets to LGBT high school students, their parents and teachers.

David Wofford
Meridian Group International

David Wofford is Vice President for Public-Private Partnerships at Meridian Group International, Inc., a woman-owned small business based in Washington, DC, that specializes in social marketing and corporate partnerships to promote reproductive health products and services in developing countries. Wofford manages a project to make basic health services embedded in the codes and contracts of companies around the world. In previous work with Meridian, he developed cost-effective workplace health programs for male and female workers and produced "return on investment" studies documenting the business benefits of investing in employee health services and education in factories in Bangladesh, Egypt, and Pakistan. Wofford has 15 years experience in the field of corporate social responsibility and public-private partnerships, including at the International Finance Corporation of the World Bank, where he provided strategic and communications support in developing new social and environmental performance standards and the Overseas Private Investment Corporation, where as Chief of Staff and Senior Counselor he acted as the agency trouble shooter for environmental and social policies and controversial investments. He also served in the Clinton administration as special assistant to the President for political affairs.
